Provide an access point where the system status can be requested.

Client

[ ] api condition
[ ] databaseserver condition
[ ] applicationserver condition
[ ] api version.
[ ] client version

Server/API:

[ ] database server condition
[ ] application server condition
[ ] query for new system version
[ ] API version
