CBloader Not Functional After Latest Windows Update #132

What steps will reproduce the problem?
1. Launching CBLoader.Exe
2. Launching CBLoader.Exe
3. Launching CBLoader.Exe

What is the expected output? What do you see instead?
CBLoader launches, but there are no buttons to create to view existing 
characters, no background graphics normally seen with the application completes 
launch.

What version of the product are you using? On what operating system?
CBLoader 1.3.0 Windows 7 (v6.1 build 7601 SP1). This version of Win 7 was 
deployed to my machine last night

Please provide any additional information below.
