Documentation: Add 'Testing / Execution' #210

We will add Testing / Execution as subsection. Specifically, we will nest two subsections

Web Interface: discuss the webform running on default localhost, port 5000
Command Line: executing individual python script, and most importantly load_logic.py

We will place the following text above the two proposed subsections:

By default, the provided webform for this project, prepopulates each <input> field. Specifically, the dataset field prepopulates to a USGS data feed url, which updates its content on a regular cycle. If the data feed url changes, either change the default form value, or use an older (from 01/20/2015) data feed, versioned within the data/ directory of this repository.
