Create 'Puppet' section in 'README.md' #9

After #8 has been resolved, and https://github.com/jeff1evesque/machine-learning/issues/1931 has been resolved, we will create the subsection Puppet within the README.md documentation.

We need to mention that we decided not to add the opencv library directly into the current used Vagrant box. The reason for this, is because we are using the code base from github, and periodically, the github code base will change. Reprovisioning will be easier, than creating a new Vagrant base box, each time a desired change has been made within the github code base.
