Fix build and document the installation requirements #2

Add build (in README.rst) & usage instructions (in elas.launch).

Hi, Apologies that this response is coming a year too late. I had forked this repo from the original developers and made some modifications to suit my own needs, but I was never the maintainer. However, in the years since I last used this code, apparently the original repo has disappeared, so now it looks like this is the primary source for libelas, and I am by default the maintainer. Sorry I missed your original PR, but I will try to clean up the repo a bit now, including the documentation.

I'm not sure why there were no issues. Perhaps because the original repo that I forked from did not have them. In any case, I've enabled issues now.
