catkin package configuration fixed, tested on melodic #3

  1. Removed catkin_simple dependency
  2. Removed metapackage container
  3. Fixed packages configuration
  4. Fixed package export (now exports include folder) to match the standard ROS package behaviour. This change breaks the backwards compatibility, the include path for the library header now is libelas/elas.hpp
