Import Data does too many separate publish/update-exchange operations. #19

When the import data functionality is used on a directory containing multiple 
files (one for each relation being updated) a publish/update-exchange is 
performed after each file. Instead, all the files should be processed first 
and then a single publish/update-exchange operation be performed.
