Improve NEAT genome initialization #186

The NEAT genome initialization ensures that there is at least one link in a newly created random network. The problem was that this was achieved by always linking the bias node (node at index 0) to the first output node (node at index inputCount + 1).
This change ensures that there is some link between input and output nodes by creating a link from a random input node to a random output node if one was not created during the regular link initialization procedure.

Thanks! Sounds like a good idea. Once I've switched over to start Encog 3.4 I will merge this in. Thank you for contributing code to the Encog project!

I'm not in a rush to get this merged. I have been working with encog's NEAT implementation quite a bit recently and am just sharing any fixes I make.

I found a bug in my commit, though. The bias node's ID is inputCount not 0. Will fix shortly.
