An existing connection was forcibly closed by the remote host #27

After running this command got error

pip install --upgrade pandas

Looks like a network issue, not really sure. There is really no way for me to debug this and it is not an issue with this source code, so I will close. You might start here: https://stackoverflow.com/questions/52328655/pip-cant-install-any-package
