Need to integrate new Twilio Android SDK permissions into plugin, test with Marshmallow

Version 1.0.4 of Plugin doesn't work with Marshmallow, and API 23. Targeting API Level 22 works, because the plugin will need support for Android 6.0's runtime permissions.
