Student assignment email notifications missing "parent email" feature #43

This is a old bug ... I just remembered it when a parent asked me why they are no longer receiving emails ... The new assignment centre doesn't support the old "parent-email" attribute and therefore only the user gets the notifications of comments posted on assignments. It would be great to get this working again. THIS IS NOT A PRIORITY :-)
