What steps will reproduce the problem?
1. Start FMP.
2.
3.

What is the expected output? What do you see instead?
No cars at all.

Those cars are a graphical feature, from GTA IV itself, maybe it's possible to 
disable 
it with a kind of a hack, with the graphical settings.
