Allow Ties in judging #300

Our pack does design competition judging the old fashioned way by having scouts drop beads into cups. We tally the results manually and want to show the results. We had a 3 way tie for best looking car today and didn't want to go thru the headache of a runoff vote. We'd rather just award 3 trophies.

Quick heat of the moment solution is just make two new awards with the same/similar name if it doesn't allow same name and just move the other two winners it didn't select to the two other awards.
