Reason for disagreement: I believe the tester has misunderstood the description of my issue.

In the DG, important use cases such as adding a new TA using the add command, incrementing hours using the hour command are missing.
These important test cases are indeed missing from their use case section. The only use cases provided in the developer's guide were:
The important use cases that are more significant which adds value for their target user profile were left out from this section, hence the reason for raising this issue.
The screenshot I provided in the issue was a screen-grab of their target user profile and value proposition, which I included to highlight the need for these important use cases to be included.
