Unfortunately (probably due to funding and person-power limitations at BJS), the data is not available in convenient .csv format prior to 1998.

This is confirmed by the super handy table

which shows what (a) reports, (b) executive summaries, (c) press releases, and (d) downloadable data are available.

This will be a low priority, as I think we can make more rapid progress setting up the infrastructure and scripts to make plots (i.e. with the next milestone, https://github.com/jeffrey-kissel/blacklivesmatter/milestone/2)
