Combine "nearby" lint contexts #5

In lint, when the contexts overlap, combine the reports. This issue is a spinoff of issue #4

@ohAitch Would you like me to prioritize this issue? Or continue to whittle down the list of lint warnings, either adding them to anomaly.suppressions, or fixing lint to treat them as acceptable, at least at the most relaxed severity levels.

@ohAitch My attempted implementation is the lint output which illustrates issue #8 If it looks good to you, I will close this issue.
