I have modified some lines of code to get this plugin working correctly and also modified the README file to look a bit nicer

OK. I didn't realize that it wasn't working but THANKS (particularly for the read me stuff). I'll merge if you can get rid of the cat (nice ascii, but not needed) and the old line 'cat' (don't know why it was there I thought I saw another dokku plugin end with it shrug.

I have removed the replacement-cat from the commands file. Your plugin wasn't working correctly mainly because of the wrong permissions on the .postgresql folder in $DOKKU_ROOT and the cat was annoyingly blocking at the end of commands (I've found that in some other plugins, too... maybe was needed a few Dokku versions before?)
