Fix for Toolkit's ToggleSwitch #22

This addition fixes the Phone Toolkit ToggleSwitch's header. The header of the ToggleSwitch uses the MidContrast brush. I added the High and Low contrast brushes as well since anything that is styled using those brushes also disappear when ThemeManager is turned on.
