Visibility of `kore` in the Hub Control Panel #11

Currently, the kore service is displayed to every user under the Services tab in the Hub Control Panel. Users who do not have access to the service receive an HTTP 403 error (forbidden) when trying to access the service.

In a further step, the visibility should be adjusted so that the kore service is only displayed for authorized users.
