Group for each LMS course #22

Would be nice if Ananke would automatically create and populate a JupyterHub user group for each LMS course. Those groups could then be used by container admins for access control to collaboration rooms. Adding users to groups does not require hub restart whereas adding single users to RTC room config requires (manual work and) hub restart.

If using the Ananke nbgrader image, there already is a group for each course: nbgrader-COURSE_ID.
