Migrate to poetry and add sample test #7

I put this up more as a template for an environment/workflow that I find very useful for python development.

Relevant changes

Use poetry for packaging and dependency management
Add minimal gitignore
Add single test for dict_walker based on docs
Added cli entrypoint for users of installed package

Less important changes & notes

Removed trailing whitespace
Added dev dependency on poethepoet for task running
Added black for code formatting (Intentionally didn't run this on existing files to avoid cluttering current PR)
