Update for 1.3.1 #28

Version 1.3.1 of nng has been released. We need to upload a matching version of this crate.

No rush from me, though. My crate/software is still on v1.2.4 due to the required CMake version of v1.3+.

Just a heads up, v1.3.2 has been released but Garrett stated on Discord:

FYI, i just released v1.3.2. This has only documentation improvements, but the website updates should be out now,.

I am inclined to not do a 1.3.2 update just for documentation purposes but I could be easily swayed otherwise.
