runng-sys streamlined bindgen and no_std support #32

Using patched cty to avoid conflict between cty::c_void and core::ffi::c_void
Whitelist NNG API rather than blacklisting stuff we don't want
Bindgen now generates C enum as rust enum
Move impl enum to runng-sys/lib.rs so in same crate as types
Old runng-sys API available via "legacy-111-r4" feature
