I changed rtd.org to point at 'develop'

will have to check how to maintain versions of docs (release 1.0 and at the same time new develop).

figure out command to install rsync and cygwin easily.

we could even make a 10 line python script to 1) download vshadow, cygwin and 2) put them in sensible places, and 3) write the default config.
