Eliminate RegA and other official names from text to be matched. #9

Various official names (recognisable by patterns) are matched against the keywords. These include:

Freie und Hansestadt Hamburg
Bezirksversammlung Hamburg-Nord
Bezirksamt Hamburg-Nord
Regionalausschuss Barmbek-Uhlenhorst-Hohenfelde-Dulsberg
Regionalausschuss Eppendorf-Winterhude
Regionalausschuss Langenhorn-Fuhlsbüttel-Alsterdorf-Groß Borstel

These - and a few related patterns using regexes - should be filtered out of Drucksachen text before being matched.
