It would be nice to add a site explaining what Utterson is used for and how to interpret its reports.

This layout was just ripped from https://teams.jekyllrb.com/

Merging this, not because there is any important documentation here, but because having a Jekyll site scaffolding is helpful to something unrelated I want to work on. 😁
