Re-introduce Ruby 2.3 support for backwards compatibiility
Allow testing with Jekyll 4.0 pre-release versions

We're not using any Ruby 2.4 specific syntax and therefore can safely relax the Ruby version requirements to the lowest version testable: Ruby 2.3. Dependency constraints (of Jekyll) would cause CI to fail when testing with Ruby 2.2
