Some preparation work for msix packaging + some code base "upgrading":

[x] Update executable project to .NET 4.6.1
[x] Fix some WPF specifics for .NET 4.6.1 (some bindings)
[x] Upgrade from packages.config to PackageReference
[x] Upgrading nuget packages (TFS / AzureDevOps libraries)
[x] Fix compare-tooling code to locate VS2017+ instances (using vswhere.exe instead of the interop library, the latter is not compatible with PackageReference).

Testing:

[x] Test using Azure Devops
[ ] Using an actual (on-prem) TFS Server
