Add "Home network quality" for Settings-Playback-Music Quality #365

I'm currently accessing Jellyfin from a VPN connection when I'm not at home. From my observation this causes the client to treat the connection as "Home network" and ignore the "Internet quality" setting, which is intended. However, due to no way to restrict the bitrate on music streaming, I'm having a bad experience to play my lossless music, which requires a long wait time to preload the content (consume ~30MiB of data per song overall), and make the UI very unresponsive. I cannot play my Hi-Res music at all since each song is about 150MiB and the whole experience is very choppy with a lot of buffering. I'd like to see the same "Home network quality" settings for VIdeo Quality to be available to music playback as well.
