A translation support propose

This is a temporary PR to propose a translation mode to the Jellyfin website.

DO NOT MERGE YET!!

What has added?

Hugo i18n folder with template translation only, for example Menu
#languageSelect on footer to list and give to user the option for change the site language
redirectToSpecificPage() function self-called. This get the user browser language and set Site with this language, if this is available.
Move all files on /content folder to /content/en-us. Now, the folder content structure are based on language code folders.
Added 10% of Brazil Portuguese translation.

I believe it is a good idea to transport all the JS from the content folder into the template.

I would definitely love to see the JS and HTML outside the content, so you have my vote on that one.

This might result in a lot of waiting for website changes, since there is no fallback to en-us now for changed text correct?
