VLC for Android (not to be confused with libVLC) has not supported external subtitles for at least 5 years.
I recommend trying other players like mpv-android and MX Player first and see if it works.
I had issues with VLC + external subtittles in the past but that is working for me:
I'm not sure how DLNA servers fix this issue. I guess they "create" a new MKV container with external and internal subtitles together and any remote player is able to read that subtitles. Maybe Jellyfin can do something like that.

* SMB/Samba remote file system is working perfect in VLC with external subtitles * DLNA is working with external subtitles. MiniDLNA and Gerbera servers

We're mostly waiting for this VLC issue to be fixed, otherwise we can't supply external subtitles from the server.
Install VLC for Android and set libVLC as player in Jellyfin solve the subtitles issue.
