IMHO this is a problem of the subtitle and nothing Jellyfin should try to fix.
Some subtitle files place all the commentary at the beginning of the file. MPC or VLC can play these subtitles well. I dont see why it is a problem.
My bad I did not see that this only happens on the Android TV app (because if it only happens there it is a bug). This is the wrong repo to report this. Issue will be moved to the correct repo.

It seems this issue only occurs on FireTV app, not on browser player or jellyfin media player. If the timestamp is out of order, then firetv jellyfin player will not display the subtitle. For example
1 00:99:00,000 --> 00:99:01,000 <--- this time stamp is out of order. text1
2 00:00:01,000 --> 00:00:02,000 text2
3 00:00:03,000 --> 00:00:03,000 text3
