Add part of Jellyfin Library and User APIs #11

Some improvements:

More functions for Jellyfin Library and User APIs but not fully complete.
Add server URL to options in case the default URL is not accessible from a docker container.
Minor fix on config.data["auth.ssl"] to avoid empty key error.

Sorry for the delay and I'll fix things when I have time. I wrote a separate command-line tool calling this package to add users and all libraries from a folder in batch mode. Any chance you want me to add it here or just keep it separately as another package like jellyfin-cli?

It should be a separate package as this package is a dependency that other packages require installation of. (So it should not contain functionality that is not library-related.)
