At the moment it is possible to set a bitrate for any type of streaming. This can be slightly inefficient for people who would like a little more control.
A separate bitrate limit for mobile data and Wi-Fi could mean that people who may have limited mobile data bandwidth can set it to a lower bitrate while maintaining good quality when on Wi-Fi, gaining the best of both worlds.
Additional context
This doesn't appear to exist in the Android client, either. But that is a separate client.
