Update to dotnet8 #92

also centralize some settings and versions

Jellyfin 10.8 isn't compatible with dotnet 8, so this PR makes any further changes only compatible with 10.9.

Oops. I thought the SDK requirement meant it was currently required. 10.8 doesn't require it. Sorry!
