Description

This PR aims to fix the new Plugin CI and the issues with version bumping a protected branch.

Changes

removes the bump-version workflow
fix the CodeQL trigger
replace Dependabot with Renovate-Bot
add Directory.Build.props to easily bump versions of the plugin via CI
