Add Build Documentation and Support Files #52

This PR adds a full README for the repo, including build steps and usage for the Tray App and NSIS Installer.

There are some support files added, namely an example of what the default registry entries look like, and a copy of the GPLv2 license as required to build the installer.

Again, auto builds will fail, because they're broken and I haven't disabled them yet.
