TB 389: Add capability to generate and enrich default import map with links to external apps #624

Add capability to allow for the import map to be enriched with new links for all external apps that do not exist in the mono repo but are already registered within openhim core.

This PR allows for managing import map files when Mongo DB is not set as a replica set. The Import map entries are managed via REST APIs.
