delete language files plg_jem_comments.ini and plg_jem_comments.sys.ini in transifex #1320

because the plugin is not anymore needed, so it makes no sense to translate it

I will delete them from Transifex. Please note that I added the files because they are still in the JEM4 package. So they need to be deleted from the repo as well!
