[INFRA-1721] Request to manage scrum board

I would like the permission to manage a scrumboard like this for the GSoC 2018 project Simple Pull-Request Job Plugin.

I have signed the ICLA, it is approved but pending here.

I would like the ability to manage sprints (create sprints, start sprints, complete sprints)

The way this board is designed right now it covers all GSoC projects. It might make sense to create a new board just for SPRP (i.e. one board per project).

But I still cannot create sprints on it.

Ok that works. Since all GSoC sprints are simultaneous, all projects can share the same board. Thanks!
