[INFRA-1741] okra doesn't log requests to archives.j.o #1456

okra:/var/log/apache2/archives.jenkins-ci.org/access.log.20180802000000 is just the string 'reverseproxy_combined' over and over, so we don't even know what requests arrive there – is this something you could fix?
