[INFRA-2322] Plugins are indexed before binaries are synced to download server

Context and background: Twitter thread between myself and Arnaud Héritier (Cloudbees) - but it is not specific to one given plugin, I have noticed this with other plugins too.

Given any plugin that is updated, I have noticed the following sequence, when executed in rapid succession:

• The plugin is released on GitHub and I, as an eager administrator of a Jenkins instance, get a notification from the plugin developer.
• The plugin is added to the index on https://updates.jenkins.io/current/update-center.json.
• The new version of the plugin is available in the Update Center in my Jenkins instance.
• As an administrator of my Jenkins instance, I select the plugin for update.
• My Jenkins instance reports an error on the plugin: java.io.FileNotFoundException: http://archives.jenkins-ci.org/plugins///.hpi
• I check with a browser on the download server: http://archives.jenkins-ci.org/plugins// - a directory indeed does not exist.
• (wait a couple of minutes... meanwhile the binaries get synced to the download server)
• I refresh the browser for the download server: a directory is now available.
• I retry to update the plugin in my Jenkins instance: now it works.

It appears that there are some minutes (in my latest experience: half an hour, worst case scenario could be several hours) between the time that:

• a plugin appears in the index on https://updates.jenkins.io/current/update-center.json (and thus in the Update Center in my Jenkins instance)
• the actual binary of the plugin is available on the download server http://archives.jenkins-ci.org/plugins/

The index should only be updated after the binaries are synced to the download server, not before.

This bug report may be a duplicate of INFRA-1727. Still reporting it because the possible duplicate was closed because of an infrastructure problem, while in my case there was no real issue with the infrastructure, it was just a race condition (literally: I was racing to get the new version of the plugin).
