[INFRA-2557] Publish X-Developer client plugin #2150

Dear Jenkins developer group:

I'd like to publish a new plugin, the client side of my Git repository log analysis product.

The Jenkins user could specify his account id/key in global configuration, and setup the project team id in post build step via this plugin. Once Jenkins completed a build, the client will generate and transfer git log to server side, and then start log analysis.

The user could view report information from X-Developer website after analysis is completed.

I've already completed development and pre-production test.
