[INFRA-2869] Document how to add a new docker image from jenkins-infra #2430

Amazing improvement has been done by Gareth Evans and Damien Duportal on how to build and publish docker image from jenkins k8s environment. We need a documentation that explain when and how to build a new docker image from Jenkins infrastructure environment.

I think jenkins-infra/documentation, would be a good place to start
