[INFRA-3120] Upgrade kubectl to 1.20 in the Docker Helmfile image

The kubectl version in https://github.com/jenkins-infra/docker-helmfile should be updated to 1.20.x:

• We can safely used the latest patch version
• Do not forget to update the updatecli manifest (the pattern should be changed to get the latest 1.20 patch)
