What

Add another Kubernetes cluster hosted in Scaelway to provide more compute resource for the "container agent" workload in ci.jenkins.io

How

• Create a new Terraform project "jenkins-infra/scaleway" like we did with jenkins-infra/aws (repo, job on infra.ci, cloud credentials and IAM and state, etc.)
• Define a kubernetes cluster in this project (either a managed one, or a k3s/k0s on VMs)
• Add this cluster to ci.jenkins.io
