[INFRA-3151] Rename "charts" and "public-charts" repositories

Why?
Following INFRA-3112, these repository names don't make sense anymore as we moved the charts from https://github.com/jenkins-infra/public-charts to their own repository https://github.com/jenkins-infra/public-charts (to be renamed too in "charts" after this)

What?

• [ ] rename the repositories
• [ ] update updatecli/values.yaml
• [ ] properly reconfigure job in infra.ci: https://github.com/jenkins-infra/charts/blob/main/config/jenkins-infra.yaml#L469

How?
Renaming: via github interface
Updating: via PRs

Definition of done

• [ ] the repositories have been renamed
• [ ] the infra.ci build successfully ran
• [ ] the issue https://github.com/jenkins-infra/public-charts/issues/12 has been closed
