Switch from Github Actions to Jenkins for updatecli tasks #2818

Some updatecli maintenance tasks have been initially implemented as Github Actions in the past due to the unavailability of udpatecli on infra.ci.jenkins.io, instance which also didn't allowed to host sensible secrets like the AWS ones.

This is not the case any more since some time already, let's switch them 😃

Will wait for https://github.com/jenkins-infra/helpdesk/issues/2778 for pipeline-library as its pipeline is running on ci.jenkins.io which doesn't have "Code:Write" githubApp token (only "Code:Read")
