[ci.jenkins.io] Move ACI remaining workload to Kubernetes

The Azure Container Service is still used by ci.jenkins.io.

We migrated Linux ACI containers long ago (https://github.com/jenkins-infra/helpdesk/issues/2450) , it is now time to do the same with Windows containers.

The goal is to continue:

• to decrease infrastructure costs (more levers to compress costs with Kubernetes compared to ACI. ACI is expensive because high QoS we do not need)
• improve ci.jenkins.io workload availability if we can have multiple Kubernetes clusters on different clouds
• improve ci.jenkins.io maintainability and observability
