New Jenkins mirror in Romania by RCS&RDS #4003

@ihatethecloud Send us a mail at jenkins-infra-team@googlegroups.com if you think RDS would be willing to host a mirror too.

I send an email to a person who is taking care of mirrors but have yet received a reply. I will keep you posted if I get an answer.
